For U.S. citizen children born abroad, applying for a birth certificate in the United States and obtaining authentication from the Chinese consulate.
For children born abroad to U.S. citizens, such as U.S. citizens born in China or Canada, when applying for authentication of their birth certificates for use in China, they must go through the authentication process with the "U.S. Department of State" and the "Washington Consulate." Additionally, they must first apply for the child's birth certificate from the Department of State; birth certificates issued by individual states cannot be used, as shown below:

The process typically takes about one month! Only after obtaining the birth certificate issued by the Department of State can you proceed with authentication at the Chinese consulate.
