Find the nearest Notary Public, bring your driver's license or ID, sign in front of the notary, and they will stamp and notarize it. This document can then be used directly.

New Regulations for Minors Entering and Exiting the United States

U.S. Consulate Notice: Children under 18 years old entering the country without both parents must have written authorization, and notarization is recommended.

 

Chinese Interpretation as Follows:

Due to the increasing incidents of child abduction and the potential coercion of children into sexual services, U.S. Customs and Border Protection has established clear regulations:

• 1. Minors under 18 years old entering or exiting the United States should be accompanied by both parents;
• 2. If accompanied by only one parent, written authorization from the other parent is required;
• 3. In other cases, such as when a minor travels with grandparents, uncles, aunts, siblings, other relatives, or friends, written authorization from both parents is required.

Parents must declare in the authorization letter: "I acknowledge that my wife/husband/other person is traveling with my son/daughter. He/she/they have obtained my authorization."

In cases of single-parent families or if one parent is deceased, valid court documents, a birth certificate listing only one parent, or a death certificate of one parent must be presented.
