Three-level authentication is a process of legalizing documents to ensure their authenticity and validity. If a document is generated or issued in the United States, it must be authenticated by the Chinese Embassy or Consulate in the U.S. before it can be accepted in China. For the Chinese Embassy to authenticate a document, it must first be certified as authentic and valid by the U.S. Department of State. The U.S. Department of State, in turn, requires confirmation that the document has been validated by the Secretary of State's authentication office. The Secretary of State also needs to verify that the document has been certified by a local court. The three-level authentication process for a document typically includes: local notarization, (local) court certification, Secretary of State authentication, U.S. Department of State authentication, and finally, authentication by the Chinese Embassy. This process is referred to as three-level authentication.
Note 1: The authentication process for some special documents may differ slightly, and there are minor variations between Chinese Consulates and the Chinese Embassy.
Note 2: When preparing the content of a power of attorney, an English translation is required for the authentication offices of the Secretary of State and the U.S. Department of State to understand the document's content. The Chinese Embassy has specific formatting requirements for bilingual documents (Chinese and English). Please refer to the sample we provide for content translation. After preparing the power of attorney, we recommend sending it back to China for confirmation. Once the relevant domestic institutions approve the content and format, you can proceed with the remaining notarization/authentication procedures.

- Copy of the photo page of a valid Chinese passport;
- For some cases, a copy of a valid U.S. legal residency document (such as a green card, work permit, I-20 form, etc.) is required;
- For property transfers, a copy of the property deed should be submitted.

When applying for a power of attorney, if the applicant is single, they may also consider notarizing/authenticating a single status certificate simultaneously. This is because marital status can affect whether the applicant has the sole authority to dispose of the property. Providing a single status certificate can alleviate any concerns from the property registration authorities in this regard. If the applicant is married, the situation should be evaluated on a case-by-case basis. Generally, the property ownership certificate serves as the primary reference. If there is a discrepancy between the number of owners listed on the property certificate and the actual owners—for example, if the certificate indicates sole ownership but the property is jointly owned by a couple, or if the certificate lists two owners but ownership has been transferred to one person due to divorce or other complex circumstances—please contact our customer service hotline.
Another important consideration is that once authorization is granted, the authorized person will gain the right to handle the property on behalf of the applicant. Therefore, the applicant should choose a capable and trustworthy relative or friend as the authorized representative. Once the transaction is completed, the applicant can verify details such as the actual transaction amount on relevant Chinese websites.
