If your birth certificate was issued by the County Health Officers and Local Registrars, you will need to apply for a new birth certificate issued by the county government or the Secretary of State before submitting it for authentication by the California Secretary of State. Alternatively, you can first have the birth certificate issued by the health department authenticated by the county government, and then submit it for authentication by the California Secretary of State.

Our office is unable to authenticate the signatures of County Health Officers and Local Registrars. It will be necessary to have the enclosed signature certified by the county clerk or request a current certified copy from the county clerk/recorder.
