Why was my power of attorney (declaration) returned by the consulate? I just processed an identical one two months ago. Why was it acceptable before but not now?

The consulate's requirements for powers of attorney and declarations are generally becoming stricter. Many documents that were previously accepted may no longer be approved. Additionally, the consuls handling authentication rotate, and since each consul has independent judgment and decision-making authority, approval by a previous consul does not guarantee approval by the current one.
Of course, if your authentication documents fully comply with the consulate's requirements, all consuls will approve them.
