Guidelines for Notarization and Authentication by the Secretary of State of Alabama
There are two types of authentication by the Secretary of State: Apostille and Certificate of Authentication. Apostille, also known as "Hague Authentication," can only be used within member countries of the Hague Convention. Since Chinese consulates are currently not part of the "Hague Convention member countries," only the "Certificate of Authentication" can be submitted to Chinese consulates in the United States.

Reminders for Notarization and Authentication in Alabama
Apostilles issued by the Alabama Secretary of State in Montgomery for public and private documents include:
- The signature and embossed seal of Catherine Molchan Donald, the current Alabama State Registrar and Director of the Center for Health Statistics.
- The signature of a Probate Judge.
- The signature of a Circuit Court Clerk.
- The signature and seal of a notary public in good standing in Alabama.
- Apostilles will not be accepted for documents bearing the signature of Dorothy S Harshbarger.
- Each notarized document must include a notary county certification issued by the County Clerk Recorder.
Sample copies of Apostilles and vital records can be requested with certain restrictions: by the person named on the document, mother or father, husband or wife, child, or sibling.
