Self-Service Guide for Notarization and Authentication by the Arkansas Secretary of State
The Arkansas Secretary of State offers two types of notarization and authentication: Apostille and Certificate of Authentication. Apostille, also known as "Hague Authentication," is only valid within member countries of the Hague Convention. Since Chinese consulates are not currently part of the "Hague Convention member countries," only the "Certificate of Authentication" can be submitted to Chinese consulates in the United States.

Reminders for Arkansas Notarization and Authentication
Hague Authentication or Certificate of Authentication is issued by Arkansas Secretary of State Mark Martin at the BCS office in Little Rock, Arkansas.
If documents are in a foreign language, they must be translated into English.
Documents must be properly notarized with an affidavit or declaration. Please refer to the image for details. The declaration should be made for each individual signature.
Documents should be issued by public county, state, or regional officials, or registrars from health and demographic departments, such as William Adams, Michael Adams, or Michelle Pribé.
Academic documents such as diplomas, transcripts, and general school records from institutions like the University of Arkansas Fayetteville, University of Arkansas at Little Rock, Arkansas State University Jonesboro, University of Central Arkansas Conway, University of Arkansas for Medical Sciences, Harding University, and Arkansas Tech University must be notarized by the school registrar before submission for Hague Authentication.
