Self-Service Guide for Notarization and Authentication by the Secretary of State of Connecticut
There are two types of notarization and authentication by the Secretary of State: Apostille and Certificate of Authentication. Apostille, also known as "Hague Authentication," can only be used within member countries of the Hague Convention. Since Chinese consulates are currently not part of the "Hague Convention countries," only the "Certificate of Authentication" can be submitted to Chinese consulates in the United States.

Reminders for Notarization and Authentication in Connecticut
The office of Secretary of State Denise W. Merri in Hartford provides Hague Authentication and consular authentication for original certified and notarized documents issued in Connecticut within the last 7 years.
- To obtain Hague Authentication or consular authentication for academic records issued in Connecticut, such as from Yale University, the University of Connecticut, and Trinity College, you may request the school to provide copies of your diploma and transcripts, or make copies and notarize your current records, stating that they are true and accurate copies.
- Your documents will be eligible for Hague Authentication or consular authentication if they are signed by any of the following: state registrars, town clerks, deputy clerks, and assistant clerks; judges from superior courts and probate courts; and notaries public. You can obtain certified copies of public records from your town clerk. Please contact the local clerk directly.
- Notaries public in Connecticut cannot certify copies of documents. Therefore, an alternative is to prepare a letter stating the accuracy and correctness of the copies. Present this letter to a notary public, who will attach an affidavit and notarize the document. After this step, your document is ready for Hague Authentication.
School diplomas, transcripts, or academic records issued by institutions such as Yale University in New Haven, the University of Connecticut, Wesleyan University in Middletown, Quinnipiac University in Hamden, Central Connecticut State University in New Britain, Trinity College in Hartford, Fairfield University, Connecticut College in New London, and the University of Hartford must be notarized by the school registrar before applying for Hague Authentication.
