Self-Service Guide for Idaho Secretary of State Notarization and Authentication
The Secretary of State offers two types of authentication: Apostille and Certificate of Authentication. Apostille, also known as "Hague Authentication," is only valid within member countries of the Hague Convention. Since Chinese consulates are currently not part of the Hague Convention, documents submitted to Chinese consulates in the United States must use the "Certificate of Authentication."

Important Notes for Idaho Notarization and Authentication:
Idaho Secretary of State Ben Ysursa in Boise is authorized to issue Hague Authentication for public and private documents issued or notarized in Idaho.
Please note that the Secretary of State also authorizes notaries and agents to issue Hague Authentication.
- For notarized documents: Ensure the notary signs and stamps the document and completes the acknowledgment statement.
- For vital records (birth, marriage, and death certificates): Ensure they are certified copies issued by the State Registrar of Vital Records, James B Aydelotte.
For academic records such as diplomas and transcripts issued by institutions like the University of Idaho, Boise State University, Idaho State University, and Brigham Young University-Idaho, they must be signed by the school registrar and notarized.
