There are two types of authentication by the Secretary of State: Apostille and Certificate of Authentication. Apostille, also known as "Hague Authentication," can only be used within member countries of the Hague Convention. Since Chinese consulates are currently not part of the "Hague Convention member countries," only the "Certificate of Authentication" can be submitted to Chinese consulates in the United States.

Reminders for Kentucky Notarization and Authentication
To obtain an Apostille from the office of Kentucky Secretary of State Alison Lundergan Grimes in Frankfort, follow these guidelines:
Please note that the Kentucky Secretary of State only issues Apostilles or Authentication for documents originating in Kentucky.
Notes for Notarized Documents:
- Must be notarized by a currently commissioned notary public and certified by the county clerk's signature.
- Must be authenticated by the county or deputy clerk.
Notes for Vital Records:
- Must be a copy of birth, death, or marriage certificates issued by the Office of Vital Statistics and signed by the State Registrar Paul F. Royce from the Department for Public Health and Vital Statistics.
- Must be authenticated by the county or deputy clerk.
Notes for Divorce Documents:
- Must be a certified copy of the divorce decree issued by the court.
- Must be signed by the judge and the circuit or county clerk.
Notes for Business Documents:
- Must be a certified copy of articles of incorporation, amendments, mergers, dissolutions, or certificates of good standing.
Notes for School Records:
- Transcripts and diplomas issued by institutions such as the University of Kentucky, University of Louisville, Western Kentucky University, and Eastern Kentucky University must be signed by a notary public registered in Kentucky.
The county clerk recorder must certify the notarization.
