I Want to ApplySelf-Service Guide for Louisiana Secretary of State Notarization and Authentication
There are two types of Secretary of State authentication: Apostille and Certificate of Authentication. Apostille, also known as "Hague Authentication," can only be used within Hague Convention member countries. Since Chinese consulates are currently not part of the "Hague Authentication treaty countries," only "Certificate of Authentication" is accepted by Chinese consulates in the United States.
If you don’t have time to handle it yourself, you can contact CHV for agency services. Reach out via our Contact Us page or WeChat/LINE, or call our customer service at 518-956-5673 (US). We provide notarization and authentication services for personal or corporate documents across all 50 U.S. states, including consulate three-level authentication or Hague Authentication, with expedited processing available—completed in as fast as 3 business days.

Important Notes for Louisiana Authentication
To obtain a Hague Authentication or Authentication from Louisiana Secretary of State Tom Schedler in Baton Rouge, follow these guidelines:
The Secretary of State’s office verifies signatures of Louisiana officials, county clerks, state registrars, and notaries.
Please review the following considerations to ensure your Louisiana documents are eligible for Hague Authentication.
- Notarized documents must be signed and dated by a reputable notary public, accompanied by a complete jurat/acknowledgment, with the printed name under the signature.
Divorce documents must be certified copies signed by the court clerk or ex officio deputy sheriff. - School documents, including transcripts and diplomas, issued by Louisiana State University, Tulane University, University of New Orleans, University of Louisiana at Lafayette, Louisiana Tech University, and Loyola University New Orleans must be signed by the university registrar or high school supervisor.
- For vital records, only properly certified documents are eligible for Apostille or Authentication. You must obtain a certified copy of birth, marriage, or death certificates signed by the State Registrar of Vital Records. New copies can be obtained from the Vital Records Registry office (address: P.O. Box 60630 New Orleans, LA 70160).
Note: Birth and death certificates in Louisiana are non-public records and are therefore in a "closed record" status.
Who can request copies of vital records? The person named on the document or their spouse, parents, adult children, siblings, grandparents, or adult grandchildren.
