Self-Service Guide for Notarization and Authentication by the Mississippi Secretary of State

The Secretary of State offers two types of authentication: Apostille and Certificate of Authentication. Apostille, also known as "Hague Authentication," is only valid within member countries of the Hague Convention. Since Chinese consulates are currently not part of the Hague Convention, documents submitted to Chinese consulates in the United States must use the "Certificate of Authentication."

Important Reminders for Mississippi Authentication

Note that the Mississippi Secretary of State only issues Apostille or Authentication for documents originating from Mississippi.

Notarization requirements: Notaries must properly notarize documents, including dates, appointment seals, and sworn affidavits.

The signature of State Registrar Judy Moulder is accepted for Apostille or Authentication in Mississippi.

Registrar Judy Moulder is authorized to issue Apostille or Authentication.

Requirements for vital records (birth, marriage, or death certificates): These must be certified originals signed by a public official, such as State Registrar Judy Moulder or the Director of the Office of Health Statistics and Vital Records at the Mississippi State Department of Health.

For university diplomas and transcripts from Mississippi State University, University of Mississippi, University of Southern Mississippi, Alcorn State University, Mississippi College, and Jackson State University, request notarized copies from the respective school registrars.
