Self-Service Guide for Notarization and Authentication by the Nebraska Secretary of State
There are two types of notarization and authentication by the Secretary of State: Apostille and Certificate of Authentication. Apostille, also known as "Hague Authentication," can only be used within member countries of the Hague Convention. Since Chinese consulates are currently not part of the "Hague Convention member countries," only the "Certificate of Authentication" can be submitted to Chinese consulates in the United States.

Reminders for Nebraska Notarization and Authentication
To obtain authentication from the Business Services and Licensing Division of Nebraska Secretary of State John A. Gale in Lincoln, please follow these guidelines:
- Birth and death certificates must be certified originals issued by the Department of Health and Human Services and/or the State Bureau of Vital Statistics. If you need a new copy of a vital record, please contact: http://dhhs.ne.gov/publichealth/Pages/ced_bicert.aspx
- For marriage licenses, they must be issued by the Nebraska Department of Health and Human Services or the Bureau of Vital Statistics, or a copy issued at the county clerk level is also acceptable. Please note that retention certificates are not accepted for Hague Authentication.
- Divorce decrees must be certified originals issued by the Department of Health and Human Services or the Bureau of Vital Statistics. You can request a new copy of the divorce decree along with an appropriate statement of proceedings (only parties or parents are eligible): http://dhhs.ne.gov/Pages/default.aspx
- For academic records issued by institutions such as the University of Nebraska-Lincoln, Creighton University, University of Nebraska at Omaha, University of Nebraska Medical Center, University of Nebraska at Kearney, and Bellevue University, a notarized copy with the original signature of a school official from the registrar’s office is required.
- For notarized documents, such as powers of attorney and public documents, they must include notarization and a properly executed acknowledgment.
