State of New Hampshire Secretary of State Authentication Self-Service Guide

There are two types of Secretary of State authentication: Apostille and Certificate of Authentication. Apostille, also known as "Hague Authentication," can only be used within member countries of the Hague Convention. Since Chinese consulates are currently not part of the "Hague Convention member countries," only the "Certificate of Authentication" can be submitted to various Chinese consulates in the United States.

Reminders for New Hampshire Authentication Processing

To obtain a Hague authentication from the office of William M. Gardner, New Hampshire Secretary of State in Concord, please follow these guidelines:

Notes on vital records such as birth, death, and marriage certificates: Certified copies must be issued by the Division of Vital Records and signed by Deputy State Registrar Stephen M. Wurtz or State Registrar William R. Bolton Jr.

Notarized documents must be signed, sealed/stamped, and dated by a notary public in good standing or a judge of the registry of the peace. Documents signed by municipal or town clerks must be accompanied by a notarial certificate; otherwise, they cannot be processed for Hague Apostille or Authentication.

Academic documents, diplomas, and transcripts issued by Dartmouth College, the University of New Hampshire, Plymouth State University, Southern New Hampshire University, Saint Anselm College, Keene State College, and other universities or high schools must be properly signed by the school registrar and notarized.
