Self-Service Guide for Notarization and Authentication by the New Mexico Secretary of State
The Secretary of State offers two types of authentication: Apostille and Certificate of Authentication. Apostille, also known as "Hague Authentication," is only valid within member countries of the Hague Convention. Since Chinese consulates are currently not part of the "Hague Convention member states," only the "Certificate of Authentication" can be submitted to Chinese consulates across the United States.

Reminders for Notarization and Authentication in New Mexico
To obtain an Apostille or Authentication from the office of New Mexico Secretary of State Dianna J. Duran in Santa Fe, please follow these guidelines:
In New Mexico, documents issued by the State Registrar, notaries public, and county clerks are eligible.
- Vital Records: Must be signed and issued by State Registrar Mary Anne Escudero or Celine Sanchez.
- Notarized Documents: Ensure the notary public completes the notarial statement and stamps the document to certify that he/she holds a certificate of appointment, proving the notary's commission.
- Marriage Certificates: If you need a certified copy of a marriage certificate, contact the registered county marriage clerk.
- Divorce Decrees: If you need a certified copy of a divorce decree, contact the district court where the document was filed.
