Self-Service Guide for Notarization and Authentication by the Secretary of State of Oregon
There are two types of notarization and authentication by the Secretary of State: Apostille and Certificate of Authentication. Apostille, also known as "Hague Authentication," can only be used within member countries of the Hague Convention. Since Chinese consulates are currently not part of the "Hague Convention countries," only the "Certificate of Authentication" can be submitted to Chinese consulates in the United States.

Reminders for Oregon Notarization and Authentication
To obtain a Hague Authentication from the office of Oregon Secretary of State Kate Brown, please note the following:
Notes on Notarized Documents: Request the notary to notarize your document, clearly stating the name of the notarial certificate, and ensure the notary's signature, seal, and date are included.
Notes on Vital Records (Birth, Death, Marriage, or Divorce Certificates): Must be signed by the State Registrar of Vital Records or the Oregon Center for Health Statistics in Portland, Oregon.
- Note: Certified copies issued within the last 10 years are acceptable.
- Note: Certified copies issued at the county level are not acceptable.

Notes on Academic Records: We are pleased to assist with the authentication of transcripts or diplomas from the University of Oregon, Oregon State University, Portland State University, Oregon Health & Science University, Reed College, Willamette University, Lewis & Clark College, and other institutions. Please contact your school's registrar and request that they notarize a copy of your documents.
